While CSS is a federal-level examination conducted by FPSC, PMS is conducted at the provincial level by respective Provincial Public Service Commissions (PPSC, SPSC, KPPSC, BPSC). Both have similar patterns but different scopes. Learn more about each exam:
Candidates for CSS must be Pakistani citizens with a Bachelor's degree (2nd division or equivalent) from a recognized university. As per a National Assembly resolution in May 2025, the CSS age limit has been proposed to increase from 30 to 35 years, effective from 2026, with specific age relaxations. PMS eligibility varies by province; generally, candidates must be domiciled in the respective province with a Bachelor's degree and meet specific age requirements (e.g., KPPSC: 21-30 years with relaxations; BPSC: age relaxation up to 43 years for fresh candidates in 2022-23 period).
Great news! The National Assembly passed a resolution in May 2025 increasing CSS attempts from 3 to 5, effective from 2026. This progressive change addresses economic hardships and competitive pressures. PMS policies vary by province: KPPSC allows 3 individual attempts or 4 combined attempts (for PMS Officer and Civil Judge), while BPSC generally allows 3 attempts for PCS.
CSS written exams are typically held in February/March (e.g., CSS 2025 exams were held from Feb 15-23, 2025), followed by psychological tests and interviews. PMS schedules vary significantly by province but generally follow similar timelines. For example, KPPSC PMS screening tests for 2025 are tentatively scheduled for July 16, 2025.
